My Lord:-
With reference to Your Lordship's despatch No.25 Treaty of September 26th, I have the honour to inform Your Lordship that I saw Mr. Payne, the United States Postmaster General, to-day and that we discussed the proposed Parcels Post Convention with Hong Kong.
Mr. Payne pointed out to me that, in compliance with the wishes of Congress, the United States Government were limiting the weight of parcels in all Parcels Post Conventions to 4 lbs. 6 oz., or 2 kilograms.
It was for this reason that they had concluded a new Parcels Post Convention with Germany, and he added that Hong Kong could hardly expect to receive more favourable treatment than that accorded to the Philippine Islands.
